Harm Reduction Needs Legal Pathways, Not Guesswork

A legal pathway is not a loophole. It is the part of the market Alberta can inspect, discipline, and improve.

Why legal pathways matter

When adults buy through lawful channels, rules can attach to the sale. Identification checks, display rules, product restrictions, and inspections only work where the seller is visible.

That is why illegal supply has to be part of the harm-reduction conversation. AGLC's contraband work shows that illegal markets can grow large enough to affect public revenue, public safety, and local businesses.

A better test for Bill 208

Ask whether the bill strengthens the inspected pathway or weakens it. If the answer is unclear, Alberta should amend the bill before it proceeds.
