Harm Reduction Needs a Measured Legal Channel
A harm-reduction update on why legal adult pathways should be measured before being reduced.
What harm reduction asks
Health Canada says vaping can be a less harmful option for adults only when they have been unable to quit smoking with authorized quit aids and switch completely to vaping, while also warning that vaping is not risk-free, according to Health Canada. That is a narrow and adult-focused claim, not a blank cheque.
The policy risk
If a legal pathway is narrowed without knowing where youth supply is coming from, the policy may weaken the very channel that can be age-gated and inspected. Harm reduction depends on measurement, not assumptions.
The Alberta standard
Keep adults in visible channels, enforce against unlawful sellers, and publish the results so the public can see whether the rule works.
