Harm Reduction Needs a Legal Off-Ramp
Youth prevention should be serious, but it should not erase the adult harm-reduction pathway for people moving away from smoking.
Prevention is not the same as disappearance
University of Calgary coverage of youth vaping research says prevention work needs to go beyond bans, avoid fear and shame tactics, and understand youth behaviour from the youth perspective. That is a useful warning for Bill 208.
A restriction-first policy may reduce legal visibility while leaving illegal access untouched. That is not harm reduction. It is a measurement problem disguised as certainty.
What harm reduction asks Alberta to protect
- adult-only legal pathways away from combustible tobacco;
- source-specific youth access enforcement;
- community prevention that reaches youth before illegal sellers do;
- public tracking of displacement into unregulated supply;
- plain-language evidence updates instead of moral panic.
The legal market is not perfect, but it is visible. Alberta should improve the visible system before pushing demand into the invisible one.
