Harm Reduction and Prevention Can Share the Same Record
Consumer Choice and Harm Reduction Network says adult cessation, youth prevention, and illicit-market enforcement should be measured together.
The shared record
Primary Care Alberta points adults to AlbertaQuits, youth aged 13 to 17 to Behind the Haze, parents to TalkTips, and teachers to prevention resources. That framework recognizes different audiences rather than pretending one policy lever serves everyone.
What Bill 208 should add
- A prevention metric for schools.
- A cessation metric for adults.
- An illicit-supply metric for enforcement.
- A retail-compliance metric for age verification.
The access question
Global News reported that Alberta argued federal nicotine-pouch restrictions can create barriers for adults trying to quit and drive black-market growth. The same logic should be tested before Alberta narrows legal vaping access.
